Nation's largest refinery scales back output as Harvey rages

The largest refinery in the country has cut output by nearly half as refinery outages and port closures spread Tuesday from the pummeling Tropical Storm Harvey continued to unleash on the Texas and Louisiana coasts.

A major pipeline carrying fuel to the East Coast is also running at a reduced rate, partly because of refinery shutdowns in Houston, compounding pressure on the nation's energy system.

Closures and production cuts were estimated at 18 percent of the U.S. refining total, S&P Global Platts Oil said in a daily report.
